The China-ASEAN Information Harbor is an important platform established under the overall framework of the Belt and Road Initiative (BRI). It aims to build a closer China-ASEAN Community with a Shared Future and to advance the 21st Century Maritime Silk Road. It also serves as a key initiative to implement the “Three Strategic Positions” mission assigned by the Central Government to Guangxi Zhuang Autonomous Region. Jointly developed by China and ASEAN countries, the initiative seeks to co-build the “Digital Silk Road.” The China-ASEAN Information Harbor has been included in four major national-level plans: the 14th Five-Year Plan of China, the National Informatization Development Strategy Outline, the 14th Five-Year Plan for the Information and Communications Industry, and the Guidelines of the CPC Central Committee and the State Council on Promoting the Development of the Western Region in the New Era.

At the opening ceremony of the 17th China-ASEAN Expo and the China-ASEAN Business and Investment Summit, President Xi Jinping stated that China is willing to work with ASEAN countries to build the China-ASEAN Information Harbor, promote digital connectivity, and jointly develop the “Digital Silk Road.”

China-ASEAN Information Harbor Co., Ltd. (abbreviated as “CAIH”) is a digital technology enterprise approved by the State Council, entrusted with the important mission of building and operating both the Digital Silk Road and Digital Guangxi. The company’s core businesses span three major areas: Industrial Internet, Government & Enterprise Digitalization, and Cloud Communication Services. It drives digital-intelligent transformation across industries through the “whole chain, all factors, and full scenarios,” striving to become a “super connector” of industries, resources, and customers, as well as a leading expert in digital empowerment and a pioneer of the Digital Silk Road.

In terms of innovation, the company has obtained 220 patents (with more under review) and 422 software copyrights. It developed the world’s first integrated communication and navigation module and led the formulation of China’s domestic eSIM standards. On major projects, it has undertaken four national-level digital economy initiatives and two Guangxi regional-level key projects, while building and operating several major platforms at the autonomous regional level. Its four Industrial Internet platforms—covering construction, foreign trade, sugar, and telecommunications—rank first nationwide in their respective industries.
In terms of honors and qualifications, the company has obtained the only corporate credit reporting license in Guangxi, China, registered with the People’s Bank of China; the highest international software maturity certification (CMMI Level 5); and first place in Guangxi, China, at the 7th National Cybersecurity Competition in 2021. It has been designated as a provincial-level cybersecurity emergency support unit in China by CNCERT. Its subsidiary, HiSugar Tech, won second prize in the “Industrial Internet + Lean Production” category of the 3rd China Internet Contest. The company has been recognized among the “Top Ten Successful Chinese Enterprises in ASEAN,” passed the CNCF KCSP global cloud-native certification, and was named Best/Preferred Employer in Nanning, China for seven consecutive years. It also holds certifications such as High-Tech Enterprise, ISO Quality Management, Grade I System Integration Qualification in Guangxi, China, Guangxi Gazelle Enterprise, recognition as a New-Type R&D Institution in 2021, as well as the 2021 Guangxi Science and Technology Award (Third Prize) and the 2022 Guangxi May 1st Labor Award.

In alignment with the “China-ASEAN Information Harbor Construction Plan”and the “Overall Planning Scheme for China-ASEAN Information Harbor,” CAIH leverages Guangxi’s unique geographical advantages and integrates resources to build a platform-based model. It strives to become a super “connector” of industries, resources, and customers through diversified collaboration in capital, business, and client networks. Relying on the China-ASEAN Information Harbor Industrial Base, the company partners with leading domestic and international institutions — including ICT enterprises, financial organizations, trade companies, and research institutes — to penetrate multiple industries and achieve resource sharing, complementary strengths, and win-win cooperation.

Geographic Scope Domestic: The company has established its headquarters in Nanning, Guangxi, China, and holds stakes in or has acquired multiple companies both within and outside Guangxi. Within Guangxi, it has set up subsidiaries in Guilin, Beihai, Wuzhou, Chongzuo, Fangchenggang, Baise, and Yulin, all in China. Outside Guangxi, it has established a Beijing base, branches in Shenzhen and Yunnan, China, as well as China Info-Tech International Limited, CAIH Info Tech (Malaysia) Sdn. Bhd., and PT CAIH Info Tech Indonesia. Belt and Road Initiative: The company is actively cooperating with enterprises in Singapore, Malaysia, Indonesia, the Philippines, Laos, Cambodia, Thailand, and Myanmar, and plans to expand partnerships to more countries and regions along the Belt and Road in the future.
